Community Care Behavioral Health
Community Care Behavioral Health Organization helps people with Medical Assistance (Medicaid in Pennsylvania) get behavioral health services for mental health conditions, substance use disorders, and developmental disabilities. If you need care, they connect you to doctors and counselors, arrange transportation, answer questions, and make sure your treatment is covered so you never have to pay. For over 25 years, Community Care has focused on recovery and supported individuals across Pennsylvania in getting the right care at the right time.

Chester County’s Contracted Mental Health Providers for Children & Adolescents
Our office contracts with 4 mental health providers, listed below. They all accept Medical Assistance, and all can serve as an entry point for receiving services. Access these provider websites with the links below.
1. Human Services, Inc.
Human Services Inc. offers various services including individual, family and group therapy; dialectical behavior therapy, mobile mental health treatment and more. Their Forensic Programs provide treatment to court ordered offenders and include domestic violence treatment, anger management treatment, retail theft and sex offender program.
2. Holcomb Behavioral Health Services
Holcomb Behavioral Health Systems joined Chimes Family of Services in 2000. They provide a comprehensive range of services and supports for people with mental health, substance use, intellectual and developmental disabilities, and co-occurring disorders. They also provide prevention and educational programs for youth, parents, and adults to encourage healthy choices and lifestyles. Intensive Behavioral Health Services (IBHS) support children, youth, and young adults with mental, emotional, and behavioral health needs ages 0–21.
3. Devereux Advanced Behavioral Health
Devereux Advanced Behavioral Health provides specialized behavioral health services for children, adolescents, and adults through community-based and residential programs. Services focus on emotional, behavioral, and developmental needs, offering structured support that promotes stability, independence, and long-term well-being.

4. Creative Health Services
Creative Health is Pottstown's community behavioral health center helping more than 6,000 children, adults and families improve their lives every year. Staff meet with people at campuses, in schools, homes and community settings. Their main treatment center at 11 Robinson Street is conveniently located off Route 100.
Compeer: Mental Health Partnership
Compeer connects trained volunteers with individuals in Chester County seeking companionship and support on their mental health journey. The program matches adult volunteers with individuals in recovery through one-to-one friendships and occasional group activities, helping reduce isolation and promote wellness.
Family Service of Chester County
Family Service of Chester County provides life-changing support for individuals and families by offering counseling services. They also provide HIV assistance in obtaining medical care, counseling, mental health treatment, substance abuse treatment, food and housing support, and strengthen family relationships while helping youth resist peer pressure and risky behaviors.
Chester County Health Department
The Chester County Health Department offers important services like immunizations, maternal and child health support (including WIC), STI/HIV testing, tuberculosis care, food safety inspections, and free or low-cost clinics to help keep the community healthy through prevention, education, and environmental health support.
Maternal and Child Health
Maternal and Child Health supports healthy pregnancies, safe births, and children’s growth and development. Families may be connected to additional programs and services (including WIC) through public health nursing and education.
Medicaid / Medical Assistance
Medicaid, also known as Medical Assistance (MA), pays for health care services for eligible individuals. They cover doctor visits, mental health care, prescriptions, hospital care.
Phoenixville Free Clinic
Phoenixville Free Clinic provides free primary and specialty medical care, behavioral health services, medications, lab testing, and follow-up care for uninsured and underserved individuals, regardless of ability to pay.
Community Volunteers in Medicine
CVIM provides free medical, dental, medication, and mental health care for low-income, uninsured individuals and families in Chester County, with access to primary care, specialty services, and hospital charity care.
Salvation Army West Chester Corps
They connect applicants with West Chester Lions Club and America's Best Contacts & Eyeglasses to provide an eye exam and new eyeglasses. Service is available once every two years to those without any vision insurance.
Safe Harbor
Safe Harbor is a non-profit providing emergency housing, meals, and support services for unhoused single men and women in Chester County.

Bridge of Hope (Chester County)
Bridge of Hope helps families (primarily single-mother-led households) facing homelessness through a 12–18 month program that includes case management, a Neighborhood of Support, and temporary rental assistance. Not an emergency shelter and does not provide emergency rental assistance.
Friends Association
The Friends Association helps low-income families avoid homelessness by providing eviction prevention, short-term housing, legal help, rental assistance, and support for pregnant women and young children.
Community Youth & Women’s Alliance (CYWA)
CYWA supports women, children, and families in the Coatesville community through housing programs, case management, parenting support, life skills, and basic needs services, including shelter and family support programs.
Chester County Non-Secure Shelter Program
Provides temporary housing for girls ages 10–21 in Chester County referred by the court, juvenile probation, or Children, Youth and Families. Offers a safe, structured environment with support services.
Good Samaritan Services
The program helps people with little or no credit get small loans for a car or housing, matches their savings up to $1,000, and offers simple classes on money, parenting, and life skills.
Home of the Sparrow
Helps single women and mothers facing homelessness secure housing and achieve long-term stability through housing support, financial education, life skills, counseling, and prevention programs.
Orion Communities
Assists individuals and families facing poverty, illness, and disabilities with case management, connections to resources, and support during transitions and crises.
Kennett Area Community Service (KACS)
A nonprofit serving Southern Chester County by providing food assistance, housing and homelessness support, rent and utility assistance, crisis services, and community education.
St. Mary’s Franciscan Shelter
Provides safe housing for families and connects them with childcare, housing opportunities, education, and supportive programs. Includes transitional housing apartments with case management.
The Oaks Ministry (Oxford)
A 9–18 month transitional residential program providing safe housing and support services for adult women without children who are working toward financial stability and life goals.
Domestic Violence Center of Chester County (DVCCC)
Supports survivors of domestic violence with counseling, legal advocacy, and housing options including emergency shelter, bridge housing, and independent living.

The Salvation Army in West Chester offers many services to help the community, including support services, addiction help, children’s programs, Sunday worship, and food assistance, and everyone is welcome.
Supplemental Nutrition Assistance Program (SNAP)
SNAP (formerly food stamps) helps individuals and families buy food using an EBT card. Benefits can be used at grocery stores and approved retailers. Eligibility depends on household size, income, age, and disability status.
National School Lunch Program (NSLP)
The National School Lunch Program provides free or reduced-price, nutritionally balanced lunches to children each school day through public and nonprofit private schools.
Salvation Army – West Chester Food Programs
Provides community meals, food pantries, and feeding programs for individuals and families facing food insecurity.

The Chester County Food Bank provides food through a countywide network of partners, direct food distribution, senior programs, veteran support, prepared meals, and nutrition education.

Community Transit – Chesco Connect
Chesco Connect offers door-to-door transportation throughout Chester County for medical appointments, work, shopping, and other approved trips, with advance reservation required and reduced fares available for seniors, people with disabilities, and Medical Assistance recipients.
ChescoBus Public Transportation
Chescobus has two routes in Chester County: SCCOOT, which travels from Oxford to Kennett Square, and the Coatesville Link, which provides service between Coatesville and Parkesburg.
Open Hearth Inc. – Transportation Assistance
Open Hearth’s Family Savings Partner Program (FSP) helps Chester County residents buy a car by matching savings. For every $1,000 saved, Open Hearth adds $3,000 (up to $4,000 total) toward a vehicle purchase. Participants complete financial education and must meet income requirements.
Medical Assistance Transportation Program (MATP)
MATP provides free, non-emergency transportation for Medical Assistance (Medicaid) recipients to and from medical appointments. MATP may arrange rides (vans/taxis/accessible vehicles) or reimburse bus fare or mileage. Door-to-door service may be available if medically necessary and verified by a doctor.
Chester County Bar Association – Lawyer Referral Service
Provides free legal referrals and information to Chester County residents across many areas of law, including family law, landlord/tenant, immigration, employment, criminal, civil, estate planning, and more.
Legal Aid of Southeastern Pennsylvania (LASP)
Provides free civil legal services to low-income individuals in Chester County, including housing, family law, domestic violence, and veteran-related legal issues.

Kennett Area Community Service (KACS) – Legal Referrals
KACS works with a network of local attorneys to provide legal referrals and advocacy support for immigration, family law, and workers’ compensation matters.
Chester County Justice Center
The Chester County Justice Center houses the Court of Common Pleas and related court offices handling criminal, civil, family, juvenile, and probate matters.
Chester County Domestic Relations Section
Handles child support and spousal support cases in Chester County.
Public Defender of Chester County
Provides legal representation to eligible individuals who cannot afford an attorney in criminal cases.

Collects and redistributes donated furniture and household items to individuals and families in need. Services are generally one-time and free for pre-screened recipients.
Habitat for Humanity ReStore – Chester County
Affordable home goods thrift stores offering furniture, appliances, tools, and building materials. Proceeds support affordable housing in Chester County.

Provides services focused on child safety, permanency, and well-being, including child welfare supports, foster care, adoption, and other social services for children and families.
Nurse-Family Partnership (Home Visit Program)
Home visiting program supporting pregnant and parenting families with health education and promotion. Nurse-Family Partnership specifically serves young, first-time mothers.
Good Works Inc.
A Christian nonprofit providing free, volunteer-based home repairs to eligible low-income homeowners in central and northern Chester County. Homeowners must meet income guidelines, have lived in their home for at least two years, and be current on their mortgage and property taxes.
Good Neighbors Home Repair
From fixing leaking roofs to broken windows or worn-out furnaces, Good Neighbors Home Repair works to ensure all people in the community can live in warm and safe homes. Good Neighbors partners with Habitat for Humanity and Good Works Inc. through the Whole-Home Repairs Program to assist eligible low- to moderate-income Chester County homeowners with critical home repairs.
Habitat for Humanity – Home Repair Program
Habitat for Humanity’s Home Repair Program assists homeowners who meet eligibility guidelines, with a focus on seniors, low-income families, and people with disabilities who lack the resources to complete critical home repairs themselves.
